The dialog that says

"Local Bulk Print software is required. If you haven't installed, please do so from your User Actions drop down menu."

is a notification that appears on the "Welcome" screen of "Local Bulk Print." 

To suppress the "Welcome" screen, you may select "Don't show again" and click "Next."

Overview:

The "Welcome" screen is not describing an error condition. It is simply a notification that the "local bulk print" software needs to be installed for "local bulk print" to function properly.
