During the installation of some advanced product components (e.g., WCF services, Work Manager, etc.), the Windows Installer Coordinator will appear to get caught in a loop that doesn't allow the installer to complete.

1. Click Start (or Windows key + R)
2. Type "gpedit.msc" and hit Enter
3. Navigate to:

Computer Configuration >> Administrative Templates >> Windows Components >> Remote Desktop Services >> Remote Desktop Session Host >> Application Compatibility

4. Right click on "Turn off Windows Installer RDS Compatibility" Setting and select Edit from the drop down menu
5. Select the Radio Button labeled 'Enable'
6. Click OK

This issue is caused by incompatibility between Embedded MSI and Windows Installer Coordinator. Suggestion is to enable "Turn off Windows Installer RDS Compatibility" for the duration of the installation. More information about the issue and resolution can be found here (
